Dear Mr. Scott,
Would you please refer to your letter S.526/113/0 of the 14th January about the suggestions put forward by Mr. John Keswick and others for closer liaison between the Government of Hong Kong and His Majesty's Embassy in Chungking.
I am sorry to have been so long in replying but we thought it well to reserve the matter for discussion with Brigadier MacDougall during his recent visit. Subsequently we sent a copy of Mr. Keswick's note embodying his suggestions in regard to the post of Secretary for Chinese Affairs to Sir Mark Young, and we now have his views.
I attach a draft of a despatch which following on these discussions and correspondence, it is proposed to send to Sir Mark Young on this subject, soon after he resumes civil government in the Colony on the 1st of May. We should be grateful for Foreign Office
comments on the draft.
